Custom Engineered Panel assemblies that claim compliance with IEC 61439-2 fall under the power switchgear and controlgear assembly (PSC) framework, where the manufacturer must prove that the final assembly meets the rated performance of the declared design. This is not a generic “type tested” label; it is a design verification process governed by IEC 61439-1 and the part-specific requirements of IEC 61439-2, with applicable coordination to IEC 60947 for devices such as ACBs, MCCBs, contactors, motor starters, and withdrawable feeders. For low-voltage distribution boards, motor control centers, and main switchboards, the panel builder must define rated operational voltage, rated current, rated diversity factor, short-circuit withstand strength, and protection degree, then verify them using one or more acceptable methods: testing, comparison with a verified reference design, calculation, or assessment based on design rules. In practice, compliance begins with the enclosure and busbar system. The assembly must be verified for temperature-rise limits, dielectric properties, clearances and creepage distances, mechanical strength, and resistance to internal fault effects where relevant. Busbar ratings may range from 250 A in small sub-distribution panels to 6300 A or higher in large PSC switchboards, but only if verified for the declared Icw, Ipk, and conditional short-circuit current ratings. Component selection must also be compliant at the system level. MCCBs, ACBs, VFDs, soft starters, protection relays, metering devices, surge protective devices, and terminal assemblies must be integrated without invalidating the declared performance of the PSC. For example, adding a 200 kW VFD section to a motor feeder may affect heat dissipation, EMC routing, and fault coordination, requiring renewed temperature-rise assessment and updated short-circuit validation. Protection settings, discrimination studies, and feeder cable sizing must align with the assembly’s verified design and the installation’s prospective fault current. Certification for IEC 61439-2 compliance is documentation-driven. A complete technical file typically includes schematic diagrams, bill of materials, device datasheets, nameplate data, routine test records, design verification reports, and instructions for transport, installation, operation, and maintenance. Routine tests normally cover wiring continuity, dielectric withstand, functional checks, protective circuit verification, and correct operation of interlocks. For panel builders and EPC contractors, the compliance pathway must remain controlled after initial release: any change in feeder layout, busbar material, ventilation, or protective device family may require re-verification. This is especially important in industrial plants, utilities, water treatment facilities, commercial campuses, and infrastructure substations where uptime, maintainability, and legal conformity are critical. A properly engineered Custom Engineered Panel under IEC 61439-2 is therefore a verified PSC assembly, not merely a collection of certified components. The standard expects the completed panel to perform safely and predictably under declared service conditions, with traceable design evidence and repeatable manufacturing controls from prototype through serial production.
